The essential function of the position within the organization is to work in data collection and verification, organization, and statistical analysis used for formulating performance measures, improving case management and court performance, programs, and administrative divisions. The position is responsible for managing and maintaining statistical case data and ensuring the accuracy and efficiency of a court unit’s caseload information to improve overall confidence in the data. The position is responsible for data management activities including creating internal and external partnerships, identifying relevant supporting tools and technologies, and implementing data governance for all court divisions and departments within the circuit. The position is responsible for conducting and preparing detailed statistical analyses and forecasts of circuit and county caseload filings using current complex computerized statistical modeling techniques. This includes creating research data, sets of case data, preparing comparative reports to analyze data collected, conducting research into court data systems, preparing statistical reports for court senior management and court managers, and conducting training. The position works directly and collaboratively with senior court management, division directors, clerks of court, the Office of the State Courts Administrator, and other stakeholders. The position works under general supervision independently developing work methods and sequences.

Physical Demands:
Work involves a significant amount of standing, walking, sitting, typing, talking, listening, stooping, and reaching with hands and arms. Must be able to transfer up to 10 pounds.
  • Bachelor’s degree in statistics, economics, research methodology, mathematics, business administration, public administration, computer science, data science, information science or closely related fields.
  • Four (4) years of experience in a data analytics or data science role.
  • Two (2) years of supervisory experience, in collaborating and leading data science, data engineering, or operational teams.

  • Extensive knowledge of case opening, docketing, report development and design, including how cases proceed through the court system.

Data Gathering, Monitoring and Correction

  • Monitors accuracy of court data systems, Summary Reporting System (SRS), Uniform Case Reporting (UCR) and Offender Based Transaction System (OBTS) to identify inaccurate data elements and initiate corrective action; develops training to correct routine systemic human error and identifies sources of program error, and applies statistical procedures and principles to conduct specialized statistical analyses.

Data Reporting

  • Analyzes court data to identify divisional and circuit data needs; supports divisions and presents results of data analyses to senior management, judges, Board of County Commissioners, legislators, funding source entities, and committees.
  • Forecasts circuit and county caseload data using statistical modeling techniques; prepares data analyses for determining judicial certification needs; prepares outcome and output data for judicial branch performance measures by providing actual and forecasted statistics. 
  • Presents qualitative and quantitative data using various software applications and provides specialized technical assistance to administrative and professional staff for ongoing statistical analyses, program evaluations, and data base development and management. 
  • Designs and develops standardized reports as requested; prepares responses to requests for information for review by court senior management and the Office of the General Counsel. 
  • Prepares monthly reports for data verification and an annual report that summarizes data discrepancies, corrections, and changes, including new and deleted docket codes.

Development of Data Improvements/Data Quality

  • Recommends business process improvements to improve data use, access, and integrity. 
  • Performs data quality review of the Uniform Case Reporting system data and reports irregularities and trends to the reporting divisions and senior management; including opportunities for technology and business process improvements; including issues and problems that may occur during preparation of reports and implements or suggests corrections or notifies responsible individuals as appropriate. 
  • Optimizes the use of data across functional areas. Responsible for developing and implementing a roadmap including the data management processes, policies, technologies, and principles to support a consolidated data model. 
  • Works with court senior management and division directors to define strategic priorities in data collection, sharing, analysis, and identifies new opportunities for growth and improvement through data analysis, and recognizes the collection of data as a strategic asset.

Data Governance

  • Leads the circuit in the development of policies, procedures and techniques for a Court Data Management strategy and data governance model, and Uniform Case Reporting system.

Data Sharing: Cybersecurity, Public Records Requests, Policies

  • Keeps abreast of national initiatives and trends in statistical data collection and analysis, creates a vision, defines a strategy, and executes a plan to support the unification of the court’s data approach.
  • Oversees circuit-wide education on and compliance with circuit data governance procedures; and assists the general counsel in response to public record requests.

General Performance

  • Serves as the court’s Subject Matter Expert on leveraging data insights that help drive strategic and tactical decisions and serves as the advocate for a data-driven, decision-making culture. 
  • Exercises independent, informed judgement in performing a variety of complex administrative, policy, technical, and operational duties which are of exceptional difficulty and responsibility due to the extensive coordination and liaison required to provide oversight, information, and assistance on programmatic and management issues. 
  • Plans, prioritizes, and assigns work; collaborates with peers and other court staff to assure effective advisory services; and ensures continuous progress toward stated goals.
