The Appellate Panel Coordinator and Case Manager prepares and maintains the appellate panel rotation list of Circuit Court Judges and ensures that panel selection criteria are met. In addition, the Case Manager prepares the panel rotation list for County Court Judges overseeing administrative cases. The Case Manager performs various case management functions to ensure that requirements and criteria are met before assigning the case to an appellate panel. Assigned and scheduled cases are communicated to the Clerk of the Court. The Case Manager answers case inquiries and handles requests from State Attorney’s Office and private appellate attorneys. After the hearing is set, hearing notices are mailed to all parties and copies are provided to the Clerk of Courts for recording. This position works closely with the Appellate Administrative Judge and assists with answering questions received from Judges, appellate attorneys, and the general public about the appellate panel process. The position works under the direct supervision of the Director of the Circuit Civil Court Operations Division as well as independently according to procedures and reports activities through periodic meetings.
- Research and review cases and other documentation for scheduling criteria compliance and set for calendar for the appellate panel.
- Compose, print and mail hearing notices based on setting, to all parties, including the Clerk of Courts.
- Update appeals program database for procedural and/or administrative and assignment changes throughout the circuit.
- Organize and maintain system that generates appellate panel list for Circuit Court Judges, and appellate panel list for County Court Judges. Oversee administrative cases and petition for Writ of Certiorari panel list for Circuit Judges for the entire year.
- Answer calls from the public and attorneys about their appellate case.
- Perform administrative tasks, such as composing and preparing notices, documents, forms and correspondence and create and maintain record systems for efficient case management.
- Maintain daily, monthly and yearly statistics regarding volume and types of cases handled by the panel.
- Train and provide continuing information and assistance to the Appellate Division Administrative Judge and co-workers as needed and provide information to other agencies as requested.
- Review motions and conduct legal research as required.
- Performs related work as required.
Graduation from a four year college or university with course work in business, court or public administration, criminal justice, psychology, sociology, or related fields; three years of experience in the Court System or comparable agency; Juris Doctorate degree preferred and may substitute for the required experience; or any equivalent combination of education and experience which provides the following knowledge, skills and abilities:
• Knowledge of laws, court rules, procedures and policies, legal documents, and legal factors
pertaining to the court of assignment.
• Knowledge of modern principles and practices of public and judicial administration.
• Knowledge of the Appellate Panel database and scheduling system.
• Knowledge of research techniques and the sources and availability of current information in the area of assignment.
• Knowledge of the organization, operation, function, and jurisdiction of the court of assignment.
• Knowledge of the calendaring procedures in the court of assignment and of modern techniques of case management.
• Knowledge of modern office practices and procedures.
• Ability to establish and maintain administrative, fiscal, and general records and to prepare reports and answer questions from records.
• Ability to learn continual statutory and legislative changes.
• Ability to collect relevant court information and possess the skill to use the information to assist with case flow.
• Ability to express ideas and communicate effectively in writing, orally and through presentations.
• Ability to understand and follow oral and written instructions.
• Ability to operate standard office equipment including personal computers and word processing and data entry applications for case management. This includes Microsoft Outlook, Word and Excel.
• Ability to make work decisions in accordance with laws, regulations, and departmental policies and procedures.
• Ability to accurately maintain a variety of complex records.
• Ability to establish and maintain effective working relationships with the judiciary, court administration personnel, attorneys, and other private and public agency staff.
• Ability to work with minimal supervision, recognize and establish work priorities and accomplish tasks and assignments timely.
• Ability to handle sensitive matters with integrity and confidentiality.
• Ability to work effectively with the public and handle individuals who are under stress with courtesy, tact and patience.
Work involves a significant amount of standing, walking, sitting, talking, listening, balancing, stooping, and reaching with hands and arms; must be able to transfer up to 10 pounds.
Juris Doctorate from an accredited law school preferred.
